Preamp that isn't noisy for Shure Sm7b

Hey everyone! I just got a $1000 grant for being selected to host a podcast! (cool, right?) I've got pretty decent amount of audio editing, but I've never done podcasting audio (from the microphone side). I picked up a Shure SM7B, it goes into a PreSonus TubePreV2 and into a Scarlett 2i2. My Shure is SUPER quiet... If it isn't going through a preamp, I get next to NO single at all. My friend told me that's how the SM7B was and to get a preamp. Not wanting to break the bank (I had studio monitors, headphones, microphone, and interfaces that I needed to buy), I picked up the Presonus. However, I have to turn the gain up SO high that even in a completely quiet room (took it to my friends recording studio) I still get some really annoying gain.



Do I need:

a) A new mic? (I'm still within my return policy). - recommendations for podcasting microphones welcome - but I'm not in the quietest room.

b) A new preamp? I'm willing to go up to 400-500 if you guys think it can make the difference.

c) Something I'm not currently thinking of.
