Qwerty Question : Are PS/2 Keyboards faster than USB keyboards ?

Does anyone refuse to use USB keyboards because they are slower than ones plugged into the PS/2 port ? And is this speed difference apparent only with USB 2.0 and not USB 3.0 ?
