Buy new Sound Card or new Microphone?

My uses for this microphone is for recording vocals for any type of singing really, as well as, and more importantly, for podcast type use.

tl;dr: I had a Shure SM58 mic and a Presonus Inspire 1934 External audio card. Unfortunately my audio card stopped working and now I have to either try to fix it (probably impossible or pricey) or buy a new one, OR invest in a microphone that has an output that can connect directly to my computer (USB, Firewire, 3.5mm)

And I'm looking for a micrphone that has great quality, without picking up ANY background noise, even in the immediate surroundings (like my old mic), and my range goes up to about 200 dolllars, I would rather not spend over that amount.

*Can be uncomfortable to use as I have a headset for casual stuff*

**IMPORTANT: It must have direct feedback, otherwise I'm not interested**

I have a microphone I bought a while back called Shure SM58, it is certainly not the best for podcast type use, however a feature that it has that most podcast type microphones do not have is the fact that it cancels out almost any background noise, someone could literally shout 2 feet away from the microphone and it will not pick it up, but instead only pick up whatever is directly in front of it, which means I have to strain my back in order to talk to it, and it is somewhat low volume, but with the boost functionality it works perfectly well and was definitely a worthwhile investment IMO.

The problem is my audio card stopped working a few weeks ago, at first I thought it was the fault of the firewire cable and so I bought a new one, and still the device refuses to work, I tried messing with the drivers and everything, but I doubt I can make it work again without having a professional look at it and replace a part probably.

So now I face the problem, I want a microphone that will not pick up any background noise, I do not mind if it requires a special connection, but it's important that it is cheap, because I cannot spend much money on this, I would say my range goes up to about 200 bucks, and I would rather not spend over that amount.

I have a headset called sennheiser pc360 that I use for casual gaming and voice chatting, and so it doesn't matter to me if the microphone is uncomfortable to use (like my last one, that had a stand on the desk and I had to crouch towards it in order to use it). I will most likely use it for short sessions and so I do not mind, and also with my last mic the ability to be able to take it out of the stand and use it while standing was also very neat, and I definitely used that while singing, because singing while seating isn't as good with the diaphragm.

Please let me know what you think I should do, if I should invest in a new audio card or a new microphone? I would rather not invest in both.

And also, I would like to note that before I had the Presonus Inspire 1934, that worked for several years, I had some shitty M-Audio sound card that connected through a USB, and after replacing like 4 of them (every month or 2 it would just stop working, and I had trouble using recording software with it), I decided it's best to buy a better one, and it ended up working better, but still stopped working eventually, to be fair probably my fault though, as I kept bumping it with my leg, if I shall buy a new one I will be sure to place it in a better position so as not to **** it up again.

Anyway right now I'm stuck with a microphone that has a XLR connection and no audio card that can support it, and my headset microphone isn't good enough for recording IMO, it picks up a lot of background noise, morphs my voice ,doesn't have good enough quality, and doesn't have a boom/pop filter so if I breathe onto it, it makes a very loud sound, and while that could be possibly fixed through normalizing and/or limiting, it's still a problem.

Thanks for taking the time to read, I would really appreciate any feedback :)
