Basement studio flood, rebuild the studio in the basement?

A really good friend of mine has always had his studio in his basement. We've worked out of there for years and everything's always worked well, without incident. However, this winter has been particularly brutal and a pipe broke in a wall resulting in about 2" of water in his basement.



So after insurance claims, quotes from contractors to rebuild, it seems he's going to come out ahead in this entire scenario. He starts plotting out where he's going to build ISO booths, and drawing panels for the booths, etc.



So all the gear in the studio is now on the top floor of his house, sitting in a pile, waiting for reconstruction to begin, etc.



But right after all this paperwork was finalized with insurance, contractors, etc. another pipe breaks! This time in the ceiling. Granted, it was probably the best possible time for it to break, considering there was no gear in there at all and the whole place was going to be reconstructed anyway, but after this 2nd pipe broke I asked my buddy if he really wanted or still thought having a studio in his basement was a great idea.



He's told me he is a big believer in doing things the right way- meaning, during the process of reconstruction, he's going to make sure there's better insulation used and more of it! He's convinced that if the construction were to be done the 'right way', then broken pipes aren't something that should occur again in the future.



So my questions for you guys out there- let's take all of the "don't do it" out of this equation and just assume the reconstruction is still going to happen and the studio will still be in a basement. How would you 'do it the right way' in this scenario?
